Ari Korhonen: Building Resilience in Municipal Libraries – The Finnish Preparedness Planning Model

Live-stream recording from the conference Nordic Libraries Annual 2026. This live-streamed video includes a presentation by Ari Korhonen, Development Manager for Municipal Preparedness and Security, Association of Finnish Local and Regional Authorities, Finland: “Building Resilience in Municipal Libraries – The Finnish Preparedness Planning Model”.

Korhonen presents the Finnish preparedness planning model for libraries, developed by the Association of Finnish Local and Regional Authorities together with library experts. The goal of preparedness is continuity: libraries should be able to serve people in all situations. He sorts risks and threats into three categories: everyday disruptions (such as power cuts, water supply problems, bomb threats and cyber threats), ideological and hybrid influence, and emergency conditions including wartime. For each he gives practical examples, from evacuation and closing instructions, cooperation with rescue services and police and information points to supporting staff who face harassment and planning communication. His key messages are that libraries must prepare for different crises, that they can support people and communities during them, and that library preparedness is part of the municipality’s overall preparedness. The moderator, Päivi Jokitalo, closes the session, and as there was no time for questions, Korhonen invites participants to send them to him by email.

Nordic Libraries Annual is an annual conference that addresses topical issues in public libraries and library development. NLA 2026 was organized as a webinar on October 27, 2026 by the Finnish Supervisory Agency (LVV) in collaboration with Library Channel (Kirjastokaista).

The theme of the 2026 conference was “Libraries and preparedness”. The conference examined preparedness from different perspectives and from across Europe: what it means for the public and for public libraries, and what examples and experiences already exist within the library sector.
